Electrician Licensing Guide: Levels, Requirements, and State Rules
Electrician licensing in the United States is a patchwork. Most states run their own licensing system, a few leave it to local jurisdictions, and the requirements for each license level vary from place to place. This guide explains the common structure, the general requirements you can expect, the states that do things differently, how reciprocity works, and how to prepare for the licensing exam.
The Four License Levels
Most states that license electricians use a tiered system. The exact titles vary, but the structure is broadly the same across the country.
Apprentice
An apprentice is a registered trainee working under the supervision of a licensed electrician. In most states you register with the state (or with a program sponsor like an IBEW JATC, IEC chapter, or ABC chapter). You are not yet licensed to work independently โ every task you perform must be supervised. The apprentice registration is really a tracking mechanism that documents your hours and classroom instruction as you work toward the journeyman license.
Journeyman
A journeyman license is the main working credential. Once licensed, you can install, modify, and repair electrical systems independently (within the scope defined by the license). To get there you typically need roughly 8,000 hours of on-the-job experience โ about four years of full-time work โ plus several hundred hours of related classroom instruction, and a passing score on a journeyman exam. The exam covers NEC navigation, calculations, wiring methods, grounding, overcurrent protection, and safety.
Master
A master electrician license is a higher tier that typically requires two or more additional years of experience after your journeyman license plus a more advanced exam. Master electricians can pull permits in many jurisdictions, design electrical systems, and supervise journeymen and apprentices. The master exam goes deeper into load calculations, service sizing, grounding and bonding, and code theory.
Contractor
An electrical contractor license is a business credential, not just a technical one. It typically requires a master-level qualification (or a qualifying master on staff), proof of insurance and bonding, and a business-law or contractor exam. The contractor license is what you need to legally operate an electrical contracting company, advertise services, and pull permits for clients. Requirements vary significantly by state.
Not every state uses all four tiers, and the titles differ โ some states call the working license "Class A" or "Class B," others use "unlimited" and "limited" contractor licenses. Always check your specific state.
General Requirements
Although details vary, most states require something close to the following:
- Minimum age: Usually 18 (sometimes 21 for master or contractor).
- Education: High school diploma or GED.
- On-the-job hours: ~8,000 hours for journeyman (roughly 4 years of full-time work).
- Classroom hours: 500โ1,000+ hours of related instruction (often built into an apprenticeship).

- Fees: $50โ$200 for journeyman; higher for master and contractor.

States Without Statewide Licensing
A handful of states do not license electricians at the state level. Instead, licensing is handled at the county, city, or municipal level. The commonly cited examples include:
- Illinois (statewide regulation is limited; Chicago and many municipalities license locally)
- Kansas (no statewide electrician license; local jurisdictions set rules)
- Mississippi (no statewide journeyman license; some local requirements)
- Missouri (no statewide license; local jurisdictions handle it)
- Pennsylvania (no statewide electrician license; Philadelphia, Pittsburgh, and others license locally)
If you live or plan to work in one of these states, you must check the requirements for the specific city, county, or municipality where you will be working. A license valid in one town may not be recognized in the next. Electrical contractors in these states often need to hold multiple local licenses.
Reciprocity Between States
Reciprocity means one state recognizes another state's license, letting you transfer without retesting (or with reduced requirements). Reciprocity is common but not universal, and it usually applies only between states with similar requirements.
Typical reciprocity patterns:
- Many states have formal reciprocity agreements with neighboring or similar-requirement states.
- Reciprocity usually applies to journeyman and master licenses, not to apprentices.
- Even with reciprocity, you usually still need to pay the new state's license fee and may need to verify experience or pass a short law/rules exam.
- Some states require a minimum number of years licensed in the original state before they will grant reciprocity.
- Reciprocity does not always flow both ways โ State A may accept State B's license, but State B may not accept State A's.

How to Prepare for the Licensing Exam
The journeyman and master exams are the gatekeeper to your license, and they are not trivial. They are typically timed, closed-book-with-codebook (you can usually bring the NEC, a calculator, and a few reference sheets), and they test both your knowledge and your ability to find answers quickly in the code book.
Know What the Exam Covers
Most exams test:
- NEC navigation โ finding the right article, table, and exception fast.
- Load calculations โ residential and commercial service and feeder sizing.
- Wiring methods โ conductor sizing, raceway fill, box fill.
- Overcurrent protection โ breaker and fuse sizing, tap rules.
- Grounding and bonding โ electrode systems, bonding jumpers, EGC sizing.
- Motors โ motor full-load current, conductor sizing, OCP, controllers.

Build a Study Plan
